How is this different from just asking Claude directly?

Asked cold, Claude writes a polite request for better terms. This works out what the delay costs you, what the other side values, and which trades you can offer, then drafts the ask with a fallback and checks it does not imply distrust you do not feel.

How is this different from a Tool?
