How is this different from just asking Claude directly?

Asked cold, Claude shortens the document and keeps its order, so the point still sits at the bottom. This Playbook sets the decision first, limits the summary to the facts that change it, and tests whether the first paragraph can stand alone.

How is this different from a Tool?
